Dear Colleague:
The results of the first ballot of the IEEE P1481/D1 Draft Standard for
Delay and Power Calculation System, which closed on November 6, 1998, is as
follows:
Balloting group 101
Ballots returned 83 82% returned
Abstentions 8 9% abstention
Negative votes 3
Affirmative votes 72 98% affirmative
The IEEE Computer Society's Design Automation Standards Committee (DASC)
requires that all comments to a proposed standard be reviewed in addition to
the IEEE rules to review the comments associated with negative ballots.
There are 600 comments to the draft specification which were reviewed.
Thank you for your comments, they have greatly improved the technical
quality and appearance of this draft standard.
The ballot resolution document details comments provided by all balloters
and their resolutions as provided by the ballot resolution committee. All
the objections that accompanied negative ballots have been noted along with
the ballot resolution committee's response. You can find a copy of this at
http://www.eda.org/pub/dpc/ballot/IEEE1481BallotComments.PDF.
If you are a member of the ballot group and returned your ballot, Draft 1.1
of IEEE P1481 will be sent to you by the IEEE. This draft incorporates all
changes that resulted based on the resolutions of the ballot comments.
Please review the ballot resolution document and the new draft 1.1 when you
get it from the IEEE. In this recirculation, you can only comment on the
changes that have been made to the draft as a result of the feedback from
the first ballot. You do not need to respond to this recirculation ballot
if you do not wish to change your original vote. You should respond to this
recirculation (by the due date) if:
1. You conclude that your objections from the previous ballot have been
resolved and you wish to change your negative vote to affirmative.
2. A change in the document introduced a substantiative problem that
did
not exist in the previous draft causing you to change your
previously
affirmative vole to negative. In this case, your ballot comments
must
include specific directions as to how the document must be changed
to
resolve the problem. Apart from sending it to the IEEE, I would
very
much appreciate an email version of the comments sent to me.
