I'm still waiting for the minutes from the last DASC & DASC Steering Committee meeting as we have organized a group to go off and review DASC operations and to bring order to the DASC by following our prescribe rules. I've still not seen those minutes yet and request that they be published.
I would also like to confirm that I will respond to your findings to my earlier concerns and objections before the period to comment or appeal expires.
However, you should also be aware that in addition to my claim of lack of membership credentials raised for the 1364 chair in my previous message to the organization, I find you, as chair, have also not followed the prescribed process for WG chair elections.
In the attached email you suggest that a WG itself elects their chair and the DASC SC confirms that election. You are correct that the DASC SC confirms, but in Section 2 of the DASC Bylaws it is clear that "Working Group chairs will be elected by the DASC membership and confirmed by the DASC steering committee." I cannot find any such election by the DASC membership.
I would like to point out that this constitutes an inaction on your part. I call on you to take the action: Call for elections from the membership. In accordance with IEEE-SA Standards Board Operational Manual § 5.8.2 a protest may be made "at any time with respect to inaction." This means your previous dismissal for failing to raise objection within the 30-day window of action does not apply.

Dear DASC Steering Committee Member,
Maq Mannan has notified me of his retirement as Chair of P1364. The WG
has elected Michael MacNamara as their candidate for the new Chair.
According to our Bylaws, we must ratify the new Chair. Accordingly, I
am hereby calling for a 10-day ballot on the ratification of Michael
MacNamara as the new Chair of P1364.
If you wish to vote to ratify Mac as Chair, no response is necessary.
Otherwise, please respond by 5:00 PM EST on 25 March.
You may respond to the list if you wish your vote publically known.
