Dear colleagues,

Earlier this year, the DASC Steering Committee appointed me, Dennis Brophy,
Victor Berman and Paul Menchini to review issues of DASC governance. We
were asked to draft revised procedures and to recommend a process for their
introduction. Please find attached four documents for discussion:

- Draft revised DASC procedures
- Draft procedures for the DASC Steering Committee
- Draft model procedures for working groups
- A process document for introducing the revised procedures

As you may be aware, DASC is a standards sponsor within the IEEE Computer
Society (CS). DASC is subject to the procedures of the IEEE-CS Standards
Activity Board (SAB), which is in turn subject to procedures of IEEE and
IEEE Standards Association (SA). The procedures of higher-level
organization units take precedence over those of subordinate units. Thus,
DASC procedures are subject to and augment those of the SAB and higher
units. Similarly, procedures of working groups of DASC are subject to those
of the DASC.

Since DASC was formed, the IEEE-SA has developed model procedures for
standards sponsors. The draft procedures attached here are based on those
model procedures, customized according to our current bylaws and quality
metrics and past resolutions of the DASC. The IEEE-SA Audit Committee is
currently reviewing all society and sponsor procedures to ensure that they
meet IEEE requirements. By basing our procedures on the model procedures,
we will facilitate that process.

The process we recommend for improving DASC governance involves

1 & 2. Adopting revised DASC procedures in place of existing bylaws
3. Holding elections for officers (now overdue)
4 & 5. Formalizing consistution of the DASC Steering Committee
6. Reviewing governance and operation of working groups

The aim of the process is to ensure that DASC, at all levels, conforms to
the five imperitives of standards development: due process, openness,
consensus, balance, and the right of appeal.

At this stage, I invite comment from the DASC membership on the draft
procedures and the proposed process. Please direct your comments to the
DASC email list, mailto:stds-dasc@eda.org. We will also hold an in-person
meeting on December 2 (see
http://www.dasc.org/meetings/2003-12/agenda.html). If there are no
objections remaining by that time, I will then start a ballot for adoption
of the procedures.
