The discussion goes on and on. Is there an end in sight!
The Issue I and many others raised is not being addressed, it seems that
EDA companies employees did dominate the DASC in the last 20 years or
so. This is not going to change. May be with all of our appreciation for
their volunteerism, we have to limit their votes or allow them no votes.
So, I propose that EDA company employeese who are members of the DASC
are not allowed to vote!

That was the intent. I will add the following sentence to 4.1 of the
proposed DASC procedures to clarify this.
Voting Members shall be either Individual Expert members or
Organizational Entity members.

The cited passages just refer to balloting groups, which may or may not
be the DASC membership. Since we are now required to ballot through
IEEE-SA, our balloting groups will usually consist of some DASC members
plus some non-DASC SA members. DASC is responsible for ensuring balance
in the ballot group, however it be formed.
