Rules of Discussion

Hi All.

In some cases of international law, the
law is defined by treaties, and those who
have not signed are not bound; those
who break the law free others from compliance.

In the case of IEEE, specifically the DASC,
everyone is bound by the rules, even those
rules which noone else obeys.
