As one who occasionally sticks his head out of the sand, I'd have to agree
with Shalom about this -- there needs to be a more concentrated effort on
getting individual participation up, possibly targeting the user community.
It might be helpful if there were some kind of SA/DASC membership drive
targeting the IEEE community, via email/snail mail/conferences/etc..

I'm also concerned that almost 1/3 of the 1076 WG voting membership is now
ineligible to vote. At what point do we lose the ability to maintain a
quorum for voting?

I submit that an objective of DASC should be to encourage wide individual
participation. This proposal would instead discourage such.
