RE: Review of DASC membership fees

Since there's a tendency misinterpret and I wasn't as clear as I
should've been:

That is, to the extent that an entity-based WG allows individuals to
vote on issues at the WG sub-group (committee/task force) level, DASC
membership would be required of those individuals. This is consistent
with IEEE, SA and DASC policy that anyone can participate, only voting
privileges are reserved for members.
