DASC: corrected vote record

Dear colleages,

Tnanks to Evan Lavelle for pointing out an error in the vote record
spreadsheet. I had calculated the %return as a proportion of 155 eligible
voters, whereas there were actually 157. The attached spreadsheet corrects
this error. The outcome (failure to qualify on return rate) is unchanged.
