It seems (or at least there lies the confusion) that the DASC has
voted to accept a "weaker" version of the patent policy than the one
mandated by the IEEE-SA, thus rendering it an invalid
IEEE standards organization.  The version approved maybe weaker because
it does not address the procedure to be undertaken by WGs under DASC.

It would have been more clear to approve that "DASC shall have the same patent
policy as the IEEE-SA". I believe that this is what everybody voting
in favor thought they were voting for.
