Agenda Item P1481 PAR Discussion

Dear DASC Members,

It was requested that I  add this item to the agenda for the next DASC
meeting since there is concern that the PAR extension for this project was
not done properly according to our P&Ps.

The briefly summarize the situation, P1481 was initially standardized in
1999. A revision PAR was approved in 15-Aug-2002 with expiration date of
31-Dec-2008.  (See https://development.standards.ieee.org/P293400033/par

The project went into ballot which closed 13-Nov-2008 and is now scheduled
to go to recirculation once ballot comments are addressed.

Since the PAR was close to expiration, IEEE staff recommended that the WG
apply for a one year extension.  I submitted a request for this extension on
14-Oct-2008.  However, I did this without bringing the request to a vote for
approval of the DASC.  Since it is not clear to me whether this is proper
procedure I would like to have this discussion at the next meeting to decide
the following items:

1. In the case of a PAR extension with no other changes, can the request be
submitted by the Chair as an administrative matter without a vote by the
DASC?

2. Does the DASC wish to approve this PAR extension?

In view of the fact that there was a question of procedure, I asked that the
PAR extension be withdrawn for consideration by NesCom at the meeting which
took place on 9-Dec-2008.  If the DASC approves, I will re-submit this
request for early consideration by NesCom.
